The Environmental Facilities Corporation is currently accepting grant applications for significant stormwater, flood-mitigation or green-infrastructure improvements. The New York State Green Resiliency Grant Program will award up to $45 million through the Clean Water, Clean Air, and Green Jobs Environmental Bond Act of 2022.
Any municipalities facing enormous costs for significant infrastructure improvements should consider the New York State Environmental Facilities Corporation’s Green Resiliency Grant Program. Eligible applicants include New York counties, cities, towns, villages and other governmental entities specified in the Green Resiliency Grant Program requirements.
Individual Grants range from $1 million to $10 million per project and may cover up to 90 percent of eligible project costs, with applicants providing at least a 10 percent local match. The program targets transformative stormwater-management projects that improve water quality, protect against flooding and extreme precipitation, and strengthen long-term community resilience.
As always, municipalities should consult with knowledgeable municipal counsel to ensure compliance and access into this significant grant program. EFC will competitively evaluate applications based on project benefits and readiness, including water-quality outcomes, documented flood risk, stormwater management benefits, community resilience, benefits to disadvantaged communities, applicant capacity, community and governmental support, and availability of additional resources.
The application deadline is January 29, 2027, at 4 p.m. EFC has posted the program summary, application instructions, documentation guidance, certification form, feasibility-study outline, and online application portal on its Green Grants webpage.
