Jeff concentrates his practice on civil litigation and dispute resolution. His work focuses on matters arising from construction site injuries, property damage, premises accidents, human trafficking allegations, emerging contaminant liabilities implicating CERCLA and analogus state statutes, mass torts and product liabilities.
He focuses on the defense and resolution of cases involving catastrophic losses and the development and execution of sophisticated risk transfer and liability allocation strategies in complex, multi-party disputes. Jeff also represents insurers in high-stakes coverage disputes arising out of general liability policies and excess/umbrella policies. He has extensive experience in the enforcement of coverage positions with respect to policy interpretation, additional insured coverage, priority of coverage disputes and contractual liability coverage.
A signficant portion of his representation is devoted to the defense of Potentially Responsible Parties (PRPs) facing claims under CERCLA and similar laws seeking remediation costs associated with the release of hazardous substances into the environment. He has handled claims involving PFAS (PFOA, PFOS, PFHpA, PFHxA), 1,4 – Dioxane, and other man-made chemical compounds that are now subject to federal and state regulation.
With substantial litigation and trial experience across federal and state courts, Jeff is frequently engaged by his clients to serve as parachute counsel in advanced-stage litigations to minimize their trial exposure or negotiate favorable resolutions on their behalf. Based on his expertise in defense and coverage-side issues, Jeff also serves as oversight counsel on behalf of insurers to ensure comprehensive management of risk.
In conjunction with his litigation work, Jeff also maintains an advisory practice, counseling clients on risk management, risk containment and legal compliance issues that arise within their business operations.
Prior to entering private practice, Jeff served as a volunteer associate for the New Jersey Attorney General’s office. In this role he collaborated with deputy attorneys general to prosecute violations of the New Jersey Consumer Fraud Act. While in law school, he served as a student attorney at Boston College Community Enterprise Clinic, summer counsel for the Harvard Legal Aid Bureau and successfully completed an internship with former Justice Helen E. Hoens of the Supreme Court of New Jersey.
