Jeff focuses his practice on energy and environmental matters, large project development, and complex commercial litigation. He has extensive experience representing major clients on their most important and technically complex matters, including energy transmission infrastructure, conventional and renewable energy production and storage, and other matters. Jeff’s clients include energy, utility, waste management, and other highly regulated industrial companies with respect to permitting, planning, government relations, regulatory compliance and analysis, governmental initiatives, commercial negotiations, land use, and litigation.
Jeff has represented data center and other large industrial developers navigate the two biggest bottlenecks in bringing projects online: power and permits. He advised clients on interconnection strategy, power procurement, and the environmental and land-use approvals that determine whether a site gets built on schedule.
Jeff regularly practices before the NYS Public Service Commission, the NYS Department of Environmental Conservation, the NYS Independent System Operator (NYISO), and many other federal and state agencies. Jeff successfully represented a leading interstate natural gas pipeline company in a National Environmental Policy Act case before the US Court of Appeals for the Second Circuit challenging approvals issued to the company by the Federal Energy Regulatory Commission.
In addition to his extensive experience before U.S. courts and regulators, Jeff has represented clients internationally, such as the world’s largest toy manufacturer on waste management issues, a major Romanian energy company involved in energy generation permitting and litigation, and a British energy company bidding for concessions on unconventional gas development throughout the United Kingdom. He has also represented international governments on cross-border environmental impact review for major infrastructure projects.
Jeff performs regular environmental, permitting, and land use due diligence for energy companies, infrastructure funds, commercial banks, and institutional investors in the development, financing, purchase, and sale of energy generation projects.
In addition to his energy and environmental practice, Jeff has managed attorney teams in diverse commercial litigations in state and federal trial and appellate courts, including extensive experience in banking litigation.
