Scott focuses his practice on commercial real estate, counseling clients through the full life cycle of a transaction, from initial structuring through closing. With more than four decades of experience, he regularly advises some of the country’s leading commercial real estate developers and investors, as well as small, family-owned companies, public and private lenders and manufacturers.

Scott’s practice covers commercial real estate acquisitions and dispositions, redevelopment projects, joint ventures, commercial leasing, financing and zoning. He has particular experience representing investors and developers in the development and leasing of retail and shopping centers, office buildings, hotels, golf courses and industrial properties. He is especially known for practical, business-minded guidance that keeps complex, multi-party transactions moving toward closing.

Scott also has significant experience structuring affordable housing projects, including the implementation of low-income housing tax credit financing and state and federal loans and grants, helping developers and public agencies bring these projects from concept to completion. His background extends further into specialized, mission-driven work: the acquisition, construction and financing of privatized military housing, health care facilities and development projects for Native American Tribes, where he helps clients navigate the regulatory and financing layers specific to these sectors.

Scott’s long-standing involvement with organizations such as the International Council of Shopping Centers and the Real Estate Finance Association reflects the depth of his focus on shopping center and real estate finance transactions, and both keep him up-to-date on developments in these industries and allow him to share his wealth of experience and knowledge with other attorneys.

Before joining Harris Beach Murtha, Scott was a founding partner at Consoli Bortolan Law Group, where he built a national commercial real estate practice over more than four decades, representing clients across the country in complex, multi-party transactions spanning acquisitions, development and financing.
