Paulo provides strategic legal counsel to real estate developers, senior living and health care organizations, municipalities and business owners. His practice is diverse, encompassing commercial real estate and land use, senior living and health care matters, and business litigation, with particular experience navigating regulatory issues, guardianship proceedings and disputes involving highly regulated industries. Fluent in Spanish and Portuguese, he assists a diverse client base.

Paulo takes a practical, client-focused approach that considers not only clients’ legal positions, but also their reputations, business relationships, operational needs and long-term interests. Drawing on his cross-practice experience and the firm’s broad capabilities, Paulo shifts between the details driving a matter and the broader context needed to shape an effective strategy.

Commercial Real Estate and Land Use

Paulo represents real estate developers, property owners, investors and municipalities in acquisitions, financing transactions, commercial leasing, zoning and land use matters and development projects. He regularly advises clients on municipal approvals, regulatory requirements and related disputes. As counsel to multiple Long Island zoning boards, Paulo provides guidance on zoning applications, variance requests, public hearings, environmental review, procedural compliance and land use determinations.

Senior Living and Health Care

Paulo regularly advises senior living and senior housing owners and operators, including assisted living and adult care facilities, health care providers and related organizations, on regulatory compliance, licensing matters, resident involuntary discharge proceedings, operational issues, collections and guardianship-related matters. He also assists clients with matters involving resident care, payment obligations, governmental oversight, investigations and disputes arising in highly regulated care environments.

As a qualified New York State Unified Court System Part 36 appointee, Paulo regularly serves as court evaluator and counsel to alleged incapacitated persons in Article 81 guardianship proceedings and has also served as guardian, guardian ad litem, receiver and referee in other fiduciary matters. His fiduciary experience provides additional perspective in matters involving capacity, surrogate decision-making and court-supervised financial and property management.

Business Litigation and Dispute Resolution

Paulo represents and advises clients through all phases of dispute resolution, including pre-litigation strategy, settlement negotiations, motion practice, hearings, appeals and litigation. He develops practical legal strategies that account for the costs, risks and business implications of pursuing or resolving a dispute.

Paulo also advises clients on artificial intelligence, digital assets and other emerging technologies, including governance, regulatory developments, contractual considerations, liability exposure and risk management. As a member of the firm’s Artificial Intelligence Steering Committee, he works with firm management and information technology leadership to evaluate and implement emerging AI technologies and capabilities within the legal industry.
